For non-EU/EEA/Swiss students in higher professional education (HBO) or university, only an educational institution recognised as an IND sponsor can submit the student residence-permit application. Where an MVV is required, the institution normally applies for the MVV and residence permit together. The application fee is EUR 254 and the IND's statutory decision period is 60 days.
For 2026, the higher-education study norm is EUR 1,130.77 per month. You must show enough for 12 months, and the amount does not include tuition/college fees. The study norm changes on 1 January, so use the current IND amount for the calendar year in which your application is assessed.

Residence Permit
The higher-education student residence permit is valid for the study duration plus three months, with a maximum validity of five years, provided you continue to meet the conditions. Your institution remains your recognised sponsor and must report relevant changes to the IND.
For a stay longer than four months, register as a resident in the municipality's Personal Records Database (BRP) and obtain a BSN. Municipal appointment timing and document requirements vary, so follow your gemeente's current instructions rather than relying on a single nationwide appointment deadline.
