# Studying in Hungary

## Overview

Hungary’s international-student system is shaped by Stipendium Hungaricum, the government scholarship programme available through participating sending partners. For bachelor’s, master’s, one-tier master’s and non-degree study, the current package includes tuition-free education, HUF 43,700 per month toward living costs, and either a dormitory place or HUF 40,000 per month toward accommodation, plus healthcare support.

The scholarship programme itself stresses that these benefits are contributions and may not cover the full cost of living, especially private rent in Budapest. Fee-paying tuition and living costs vary materially by university, programme and city, so use the institution’s current fee page and the official cost-of-living tools rather than a single national estimate.

For third-country students, much of the immigration workflow is digital through Enter Hungary, including residence-permit extensions and several post-arrival reporting steps.

## Study System

Hungary follows the Bologna bachelor’s/master’s structure alongside one-tier long-cycle programmes such as medicine. English-taught provision is particularly established in medicine, engineering, business and several sciences, but programme availability and fees are institution-specific.

Stipendium Hungaricum runs on a separate annual call through eligible sending partners. Do not hard-code “mid-January” as a permanent deadline: the exact closing date is published for each application cycle. Direct fee-paying applications follow university-specific calendars.

Residence-permit extensions require continued study eligibility, so keep enrolment and academic-progress documentation current and respond promptly if OIF requests additional evidence.

## Visa & Immigration

Visa-required third-country students normally apply abroad for a residence permit for studies; the procedure also covers the entry visa needed for the residence process, rather than requiring a separate student-visa application. Visa-exempt third-country nationals can, where the OIF rules allow, submit the residence application from within Hungary.

Current administrative fees are EUR 110 for a residence-permit application abroad that includes the entry visa, HUF 39,000 for a qualifying application submitted in Hungary in person, and HUF 26,000 when submitted in Hungary through Enter Hungary. Extensions currently cost HUF 26,000.

OIF does not publish a single monthly student-funds threshold in its current factsheet. Instead, applicants must demonstrate enough lawful resources to cover subsistence, accommodation, return or onward travel and healthcare. Evidence can include bank funds, regular income, support from a family member or a scholarship. A scholarship is relevant evidence, but do not assume any one scholarship amount automatically eliminates every other financial question.

## Residence Permit

A residence permit for studies is generally issued for at least one year and up to three years, subject to the study programme and passport validity. Extensions are submitted from Hungary through Enter Hungary.

For an extension, OIF currently requires a valid permit at filing and residence in Hungary for at least 90 days in any 180-day period. The application may be submitted no more than 90 days before expiry and must be submitted no later than 30 days before expiry. Changing the educational institution or other core study circumstances can require an immigration update or extension application, so check OIF before the change takes effect.

For ordinary third-country student residence, accommodation reporting is now handled electronically. OIF provides an electronic accommodation certificate for this reporting process.

## Healthcare

For the study residence permit, OIF requires evidence that you have access to comprehensive healthcare services or can cover healthcare costs. That condition can be met through Hungarian social-security entitlement, an applicable international treaty/arrangement, qualifying insurance, or—in the circumstances recognised by OIF—sufficient resources to cover healthcare.

Stipendium Hungaricum scholarship holders receive healthcare under the applicable Hungarian legislation plus supplementary medical insurance up to the programme’s stated annual limit. EU/EEA students should check their EHIC and Hungarian registration route separately because free-movement rules differ from third-country student permits.

Do not assume that simply taking a student job automatically produces identical public-health entitlement for every student; check your employment status and NEAK registration if you become insured through work.

## Insurance

Hungary’s student residence rules focus on access to comprehensive healthcare or the documented ability to meet healthcare costs. The valid route may be social-security entitlement, treaty-based coverage, qualifying insurance or another arrangement accepted by OIF.

If you buy private student insurance, verify the benefits and exclusions against the current residence requirements rather than choosing only by price. Keep proof available for an extension application if OIF requests it.

Household contents and personal-liability insurance are separate optional products and do not replace immigration health requirements.

## Housing

Housing prices vary sharply between Budapest and regional university cities, so use current university or official cost-of-living tools when budgeting rather than relying on a fixed national room-price band. Stipendium Hungaricum accommodation support is a contribution: the programme explicitly warns that HUF 40,000 per month may not cover private rent in larger cities.

Third-country students must declare a real Hungarian accommodation address for residence purposes. If the accommodation changes, OIF requires the change to be reported electronically through Enter Hungary; current guidance states that changes should be reported within three days. The authority provides an electronic accommodation certificate/QR document.

Before paying a deposit, confirm that the landlord will provide the information and cooperation needed for lawful accommodation reporting and keep the tenancy documents.

## Bank Accounts

Account opening wants passport, address and the tax number; the big banks run student accounts and the instant-payment system makes transfers immediate. Forint volatility is a budgeting fact: hold what you need, convert deliberately.

Revolut-class accounts circulate widely among internationals; a domestic account still smooths payroll.

## Taxes

Working students need a Hungarian tax identification number, and employers must handle the required payroll and employment reporting. Tax treatment depends on the employment arrangement, so use NAV guidance for student work rather than assuming every casual job is taxed identically.

Hungary’s under-25 personal-income-tax relief is substantial but not an unlimited exemption. In 2026 the allowance can reduce qualifying consolidated tax-base income by up to HUF 715,765 per eligible month, corresponding to a maximum monthly tax saving of HUF 107,365. The relief applies to specified categories of income and normally operates automatically through the payer unless the individual asks otherwise.

## Transportation

Budapest's BKK network is dense and the student monthly pass among Europe's cheapest capital passes; MÁV rail discounts extend student pricing intercity. The night-bus network means the party districts never strand you.

Szeged and Debrecen tram systems make car-free student life trivial.

## Phone & Internet

Hungary has strong mobile and fixed-broadband coverage in the main university cities, but SIM and internet prices vary too much by plan to make a fixed monthly figure reliable. Compare current student and prepaid offers and check the identification requirements when activating a SIM.

For e-government, the old single-factor Ügyfélkapu username/password login is obsolete. Since 16 January 2025, government online services use Ügyfélkapu+ with two-factor authentication or the Digitális Állampolgár (DÁP) mobile application. These systems can be useful for tax and other administrative services once you are eligible to register.

Enter Hungary remains the dedicated platform for many third-country residence-permit and accommodation procedures.

## Student Life

Budapest's ruin bars are the postcard, but the student texture is the kollégium life, faculty days, and the wine-region excursions every association runs each autumn. The international-student mass at the medical universities creates parallel English-speaking ecosystems in Debrecen and Szeged.

## Language

English carries the international programmes and central Budapest; Hungarian is famously unrelated to everything and the administration outside the capital prefers it. Universities teach survival Hungarian cheaply, and numbers plus politeness formulas repay the afternoon they take.

Programme-language proficiency is checked at the permit stage: certificates or prior study in the language.

## Part-time Jobs

A third-country national holding a residence permit for studies may work for a maximum of 30 hours per week during the study period. Outside the study period, full-time employment is allowed for a maximum of 90 days in a year. Employment must still be properly registered and taxed, and you will need the appropriate tax identification details for payroll.

Student wages vary greatly by sector and city, so avoid relying on an old generic hourly range. Compare the actual contract against Hungary’s current wage rules and calculate net pay after the applicable tax/social-insurance treatment.

## Post-study Work

After successfully completing studies, an eligible third-country graduate may apply in Hungary for a residence permit for the purpose of seeking a job or starting a business. The intended employment or business must be suitable for the level of the completed studies.

The application is filed through Enter Hungary from within Hungary at least 15 days before the study residence permit expires. The post-study permit is valid for a maximum of nine months and cannot be extended.

During its validity, an eligible graduate can apply for a Hungarian Card, EU Blue Card or residence permit for guest self-employment if the conditions of that route are met. Do not wait until the nine-month permit expires before making the switch.

## Emergency Numbers

For any emergency, 112 reaches police, ambulance and fire across Hungary and the European Union, free from any phone, with English handled by operators. Hungary also keeps direct lines running: police 107, ambulance 104, fire 105. For most situations 112 is the one to remember.
