For full-degree study, the core non-EU route is a temporary residence permit (TRP) for study issued by the Police and Border Guard Board (PPA). Depending on your nationality and where you apply, a long-stay D visa may be used for entry or for shorter study before the residence-permit stage; do not treat the D visa and the study TRP as the same document.

The old low figures still circulating online are obsolete. In 2026, Estonia's Ministry of Foreign Affairs lists EUR 880 per month as the financial-means benchmark for study when applying for a long-stay D visa, and current university/PPA guidance uses the same EUR 880-per-month level when describing sufficient legal income for student residence. Evidence can include bank statements, regular lawful income or other documented support; PPA or the consulate may ask for additional evidence.

A study applicant must also have valid medical-expenses insurance and the required admission/invitation documentation. Check the current state and visa fees directly with PPA or the Ministry of Foreign Affairs when you apply, because fee tables can change.

## Residence Permit

A study TRP can cover the nominal study period, subject to the legal conditions continuing to be met. Once you hold the permit, keep your actual residence in Estonia, maintain sufficient legal income and valid health insurance, and remain genuinely enrolled in the studies for which the permit was issued.

Your place of residence must be entered in the Population Register within one month after the permit is granted (or, if the permit was received abroad, within one month of first arrival on that permit). That registered address matters for public services and for proving that Estonia remains your actual place of residence.

Do not rely on a generic 'two-month decision' promise: processing depends on the application route and whether the authority needs additional documents. Use the PPA's current application information and your university's international office for the live timetable.
