University dormitories in Tartu and Tallinn are cheap and the value option; the private market runs EUR 300 to 550 for a room, higher for Tallinn old-town proximity. Estonia's rental market is small and moves fast at semester start, so secure something early even if provisional.
Registered address is a legal step, not a courtesy: the Population Register entry within a month of the permit depends on your landlord cooperating, so confirm before money moves.
